Blinda Baker has been the Treasurer of the City of East Tawas since November 1985 and became Clerk/Treasurer in May 1989. She received her Bachelor of Arts degree from Michigan State University in 1974 and is a Certified Public Finance Administrator, a Certified Public Funds Investment Manager, a Master Municipal Clerk, and a Registered Parliamentarian. Blinda is a past President of the Michigan Municipal Treasurers Association. She was appointed as Chair of the Association of Public Treasurers of the United States and Canada Certified Public Finance Administrator Committee in August 2004, as Parliamentarian in August 2005 and as Chair of the Professional Accreditation Committee in July 2010. In addition to her membership in the Michigan Municipal Treasurers Association and the Association of Public Treasurers of the United States and Canada, she is a member of the Michigan Association of Municipal Clerks, the Michigan Government Finance Officers Association, the Michigan State Association of Parliamentarians, the National Association of Parliamentarians, and the International Institute of Municipal Clerks. Blinda and husband Ken have been married since 1971 and have three children and six grandchildren.
